A recent study by AgilityEco and Baringa has put a price tag on this potential: £140 billion in economic, health, consumer and environmental benefits—if we commit to upgrading our housing stock to EPC C or better.
Let’s be clear—this is not a distant target. With just £16 billion of government investment, we could unlock an additional £49 billion of private finance and start seeing real benefits across the country within five years.
What’s at stake?
Lower energy bills for millions of households – Upgrades like insulation, efficient heating systems, and smart technologies could slash bills by hundreds of pounds per year, easing the pressure on families across the UK.
Healthier homes and people – Cold homes contribute to respiratory issues, mental health struggles, and extra winter pressure on the NHS. Warmer homes could reduce cold-related hospital visits by 30% and save the NHS an estimated £600 million annually.
A boom in green jobs – Up to 350,000 skilled roles could be created by 2028 through investment in the home energy efficiency sector. These are jobs in every region, helping build a resilient, future-ready workforce.
Stronger communities and cleaner air – Local economies benefit when homes are upgraded. Property values rise, grid pressures ease, and air quality improves through reduced emissions. Communities thrive when homes are safe, warm, and affordable to run.
Big gains for the climate – Residential buildings account for 18% of UK emissions. Smarter, cleaner homes could cut that by nearly a fifth. We can’t reach net zero without transforming how we heat and power our homes.
But for this to happen, the sector needs consistency, confidence, and collaboration. Businesses and investors are ready. Communities are ready. What’s needed now is a clear, long-term commitment from government that unlocks private investment and gives homeowners and landlords the tools and support they need to take action.
